Deputy Chief of National Police Commissioner General Nanan Sukarna police advise against superiors who ordered the brave acts of corruption. He said, to maintain the image of an institution, it takes a subordinate who dared refuse orders that violate the rules. In contrast, the corresponding command to be obeyed.

Nanan said, sometimes there are leaders who do wrong because it does not have the five pillars of leadership. That is exemplary; integrity; anti-graft, and corruption, collusion and nepotism.

"Leaders must be able to be an example to be followed subordinates," Nanan said.


 Wakil Kepala Kepolisian RI Komisaris Jenderal Nanan Sukarna menganjurkan polisi berani melawan atasannya yang memerintahkan melakukan perbuatan korupsi. "Mbalelo sama komandan yang brengsek, tidak masalah," kata Nanan saat membawakan materi di Seminar Nasional Komisi Kejaksaan di Hotel Atlet Century, Kamis, 11 Oktober 2012.

Menurut dia, bawahan tidak boleh asal mematuhi perintah atasan yang bertentangan dengan undang-undang. Tapi, Nanan mengatakan, hal itu sangat sulit dipraktekkan. "Susahnya, takut dipecat," kata dia.

Dia mengatakan, untuk menjaga citra suatu lembaga, dibutuhkan bawahan yang berani menolak perintah atasan yang melanggar aturan. Sebaliknya, perintah yang sesuai harus ditaati.

Nanan mengatakan, terkadang ada pemimpin yang zalim karena tidak memiliki lima pilar kepemimpinan. Yaitu keteladanan; berintegritas; anti-gratifikasi; dan antikorupsi, kolusi, dan nepotisme. 

"Pemimpin harus mampu menjadi teladan agar dipatuhi bawahannya," kata Nanan.
